MINUTES OF MEETING
HELD AT PHOENIX HALL ON WEDNESDAY 14 December 2011

1. WELCOME AND LAST MONTH’S MINUTES
The chairperson thanked all present for attending.

Approval of the Minutes of the Meeting held on 9 November 2011 were proposed
by David Brown and seconded by Mel Wainwright.
2. POLICE REPORT
Warrant Officer Spreeth gave information on local crime statistics for the period 9
November to 13 December 2011 as follows:
10 Burglaries: – 1 Glencairn, 3 Welcome Glen, 2 Glencairn Heights, 1 Bay View
Heights and 3
General theft: 9
Theft out of Motor Vehicle: 2. Welcome Glen and Misty Cliffs.
Common assault: 4
90% of all these crimes happen at night.
½ of thefts are due to negligence of the people themselves – left own camera on
gatepost that was then stolen, leaving doors and windows open etc., etc.
Please leave laptops at home when going swimming, not in full view inside your
car parked at the beach.
This last period was relatively quiet compared with we have had in the past.
Complaints have increased, which is great. Drunken driving has increased. All
assaults have had arrests. SAPS rely heavily on fingerprints.
In the last four months we have lost nine members of staff. Arne Soderlund has
written to the Provincial Commissioner as Simon’s Town Police Station is now
85% understaffed
This station only has x 2 detectives. W.O. Steenkamp has also volunteered his
services for this busy crime period. An extra 25K in the budget will not be able to
buy more staff.
A question from the floor: Would it help to get more SAPS staff for the Simon’s
Town station if we wrote to the MEC as well as Provincial Commissioner Jafta as

citizens? A: Probably not, as the crime stats are relatively low compared with
other areas. Maybe the CPF could draft a letter for all to sign.
In closing W.O. Spreeth thanked Geoff for all his hard work and wished everyone
a safe Christmas.
The Chair advised that crimes and driving offenses will be sent out as messages
on the Google group. Another e-mail will also go out referring to the suspicious
white bakkie registration CA 945360
The Chair thanked W.O. Spreeth and all his team for their hard work during the
year and wished him well over the festive season. All applauded W.O. Spreeth
for his input over the difficult year.
3. REPORT FROM LOCAL SECURITY COMPANIES
Mach 1: Manu asked all residents to please test their alarms before they go away
on leave.
4. LOCAL CRIME STATISTICS AND REPORT BACK FROM
NEIGHBOURHOOD WATCHES
a. Glencairn : nothing to report
b. Glencairn Heights: suspicious bakkie and Cockburn Close. Since early
November x 4 break-ins to one property – alarms have been ripped out
and the door hacked through.
c. Outdoor Network : nothing
d. Glen Road: new coordinator needed. No feedback.
e. Neptune’s Close : nothing to report
f. Glen Marine : 0
g. Old Glencairn : 0
h. Welcome Glen : 0
i. Scarborough : 0
j. Misty Cliffs : 0
k. Bay View Heights : 0
The Chair asked all present to please advise the Neighbourhood Watch of any
crime or suspicious activity.
A question was asked from the floor if it was possible to arrange some
surveillance of the mountain as this appears to be where the criminals were
coming from.
5. MATTERS ARISING
17 December – Craft Market at the Hotel and the Watch will have a table there to
sign up any new residents.

6. OTHER BUSINESS
Vouchers
The monthly gift voucher kindly donated by the Glencairn Heights Spar was won
by Clifford Smith. The Chair thanked Spar for donating the voucher.

The Chair presented Geoff Neden with a card and book voucher by way of thanks
from the Glencairn Valley Neighbourhood Watch for his hard work and
contribution to the community as a whole over the years.
7. DATE OF NEXT MEETING
The Chair closed the SIMON’S TOWN COMMUNITY POLICE SUB FORUM
(SECTOR 1) meeting at 19h20.
The next meeting will be held on Wednesday 11th January 2012 at the Phoenix
Hall at 18h30.

Reporting issues to the City
In addition to reporting issues to the Sub-Council Manager as detailed below, the City has now
introduced a new C3 electronic reporting system for all service delivery complaints and queries.
Call 0860 103 089 or e-mail contactus@capetown.gov.za to log a service delivery query or
complaint. You can also SMS it to 31373 (no more than 160 characters). Your contact will then
be logged and a reference number issued to you so that you can track our progress. For issues
relating to cable theft, call the toll free 24/7 hotline: 0800 222 771.
As in reporting via the Sub-Council Manager (desiree.mentor@capetown.gov.za), information
should include:
? Your name and contact details
? The nature of the problem (e.g. pothole, water, lighting, roads, signage, drains, dumping,
mowing, etc). Please report problems one at a time (separate email / form for each
problem).
? The EXACT location of the problem
